Public procurement is the process of placing rules to ensure that authorities treat everyone who wants to get business contracts with the public sector alike.
The public procurement rules are the same throughout the EU / EEA and are based on EC directives. In accordance with EU rules, authorities should be factual and choose supplier with regard only to what is being purchased. Other considerations, such as loyalty to your country's suppliers or loyalty to previous suppliers, may not occur. The choice of supplier must be on a commercial basis and made with the supplier who offers the best product / service / contract at the best price.
The public sector in Sweden makes purchases for an estimated SEK 634 billion each year. Public procurement is governed by procurement legislation.
Public procurement means that a contracting authority buys, leases or otherwise procures goods, services or works. Examples of contracting authorities are government agencies in state, municipalities and county councils, as well as municipal or state-owned companies or boards.
In order to make best use of competition on the market and to handle the tax assets, public authorities must comply with certain provisions when conducting a procurement. This is stated in the procurement rules.

The rules for public procurement are based on EU directives and are largely similar throughout the EU. The basic principles are based on objectivity and openness.
The contracting authorities must be legitimate and choose a supplier based on what is purchased. There must be no loyalty to its own suppliers or previous suppliers.
The choice of supplier should be on a commercial basis and based on which supplier offers the best product or service to the best terms. All suppliers, regardless of national origin, will be allowed to compete on the same terms in each procurement.
